Project Overview
The Hassi Messaoud Grassroots New Refinery Project, developed by Sonatrach, is a strategic energy project located in Ouargla Province, Algeria.
With a crude processing capacity of 5 million tons/year (≈100,000 bpd) and an investment of approximately US$3.97 billion, the refinery will produce Euro V clean fuels, including gasoline, diesel, LPG, naphtha and sulfur products. The EPC consortium is led by Técnicas Reunidas (TR) + SINOPEC Guangzhou Engineering Co., Ltd., with completion targeted for 2027.
